Which government bodies and organizations will not receive funding due to the suspension of USAID financing? Here’s the list.

The decision by Americans to halt funding for projects has come as a shock to many domestic organizations that relied on grants. An analysis of the aid recipients reveals that this move is particularly surprising for government agencies. Which ones, exactly?

The initial reactions to the directive from the new U.S. Secretary of State Mark Rubio regarding the suspension of aid to other countries within a narrow circle of the Ukrainian expert community were characterized by a pessimistic yet restrained tone.

No one particularly dared to voice sharp criticism of the decision made by Donald Trump's appointee for two reasons. First, the aid suspension did not pertain to military assistance, which is a priority for Ukraine.

Secondly, as previously mentioned, this is not about a complete halt, but merely a temporary suspension of aid. In the understanding of many, funding is expected to resume in three months. All that is needed is to endure.

A third reason for the restraint could be the fact that the mentioned directive from Rubio applies not to all aid programs but only to those provided to other countries by the U.S. Agency for International Development (USAID). It is responsible for implementing dozens of projects in Ukraine among over a hundred that are funded by American taxpayers.

It took several days to assess the scale of this last factor. Since January 27, calls for assistance began to appear on social networks due to the loss of "80% of funding." Meanwhile, some showcased results achieved thanks to grants received from USAID.

An important point. In all this, there was no official position from the main recipient of grant assistance—the state, represented by various, mostly governmental, institutions. It turns out they were recipients of the funding, which significantly impacts not just their operations but also important humanitarian projects for citizens.

It seems that the impact of the Americans' decision on Ukrainian authorities was conveyed to the highest level. President Volodymyr Zelensky on January 28 instructed to analyze the humanitarian programs funded by USAID and to partially cover them from the state budget.

What specific programs were implemented in Ukraine by the U.S. Agency for International Development, how much funding was allocated for this, and, in fact, who received it?

What assistance is provided to Ukraine through USAID

USAID was established in the 1960s to consolidate several different American international aid programs "under one roof." The organization has been collaborating with Ukraine since 1992, providing funding for various projects—from combating the spread of HIV to supporting independent media.

Since the beginning of the large-scale war, USAID has been providing humanitarian assistance to Ukraine and facilitating the reconstruction of energy infrastructure.

In 2024, Ukraine received $6.05 billion through USAID programs, including $3.9 billion in direct budgetary support—a grant that was allocated to the state budget for financing non-military expenditures without repayment conditions.

Excluding the grant to the state budget, the largest share of USAID funding went to economic development programs ($1.05 billion), humanitarian assistance ($580 million), and funding for democracy promotion and human rights protection programs ($340 million).

The projects funded by USAID are long-term. The implementation of some stretches over decades, with funding expected to continue at least until 2029.

According to the Secretariat of the Cabinet of Ministers and the USAID website, as of December 31, 2024, there were 39 active USAID programs in Ukraine, with a total budget of $4.28 billion.

All active USAID programs are divided into 5 key areas:

  • Democracy, human rights, and governance ($1.09 billion);
  • Economic development ($1.15 billion);
  • Critical infrastructure ($1.4 billion);
  • Health care ($381.8 million);
  • Transition period and humanitarian assistance ($252 million).

Who are the recipients

First direction - "Democracy, human rights, and governance"

Each direction is divided into projects. In the first direction, there are 17 projects.
